Registrations of Properties.

Registrations of Agricultural, Commercial, Farm lands, Resorts, Plots, Flats, Buildings, Houses or
any other fixed assets in the concerned village gram panchayat office only. It is to minimize the
allegations.
Implementing only 1% stamp duty and 1% office expenditures for registration or for GPA –
calculated only on the Market value. There will be only one value for registration.
We will make rules as… Including the Broker’s/Mediator’s details for the safety of the purchaser.
(a) Within a week, village gram panchayat’s duty is to make recorded the details in each and all
concerned related govt. departments.
(b) Government’s duty is to protect the rights of the purchaser from multiple registrations and other
fraudulent acts of the criminals and selling criminals.
(c) If registered the fraud documents – Immediate arrests and Punishments for all witnessing persons
along with the registering persons – if identified as frauds in registration details and Suspension of the
department persons for negligence.
(d) In the same way if any one tries to sell any property which doesn’t belong to his/her/their property
will be punished more severely with non bail able warrants along with the witnessed persons.
(e) Canceling and withdrawing all facilities and privileges permanently for their life time regarding
the cheaters. If they are doing any businesses then their all permissions will be cancelled permanently.
If any one is there as a government employee in their house they will be terminated immediately.
Then only the criminals will not dare to do such acts.
(f) For Any Agreement document, Rs:100/- stamp fee and Rs:100/- office expenses, valid for only one
year., No time limit for GPA. And even if any person expires it will be valid, unless it was cancelled.

About 60% to 80% legal cases are regarding the fixed property and created affiliated cases only. Due
to the increasing of these cases in the courts they are unable to handle the cases in time due to the
criminal attitude and behavior of the litigants. These cases are pending even for decades.
In general due to the heavy and increased charges, the people are not able to register the documents
in time and/or skipping the registrations. There may be many kinds of reasons. This is leading to the
Notary or GPA registrations which is also complicated in many times and in many ways. People are
going for the oral or agreements on a paper in the presence or witness of some local persons only.
This is leading to many complicated social problems and increasing criminal attitudes, litigations
behavior among the people. Due to this cheating + illegal activities + corruption + black money,
gundas, rowdies are increasing in the society and also in the departmental persons. If once the
criminals or litigants enjoy the fruits for this type of attitude, then they will grow like anti-social
people in the society. If the registration structure is burden and confusing the value of the property,
like… Market value, Registration value, Sale value and Actual Value and etc., People are confused
and the persons involved in this will get benefited.

The governments are declaring that after registration, the purchaser is completely protected. When
the allegations are started and if purchaser consults the registration office, they say that you have to
enquire prior to the registration and it is the responsibility of the purchaser and if any problem is
there you may go to the Court. Here Property owner/s enjoyed by receiving the money, Registration
office enjoyed by collecting the registration charges and its departmental persons enjoyed the forcible

benefits from the purchaser. And at last the purchaser is in the trouble. So now we can ask one
question… What is the need of registration and the registration department employees..? If any legal
heir claims or objects, if any other person claims or objects regarding the property after the
registration is over, and then the purchaser is the biggest fool in this game. The property rights are
kept under pending up to the judgment. Why the government doesn’t declares the 100% property
rights to the purchaser, because the purchaser paid all government’s payments to acquire the rights
after the registration. Then what is the value of the registration of a property. A common man or a lay
man or an educated man in general will not have such knowledge or intelligence to make personal
enquire regarding any matter on the property and also they will not get correct answers. As the govt.
body is large it should protect the purchaser and its rights of purchase. If this is not done then there is
no value of the Registrations of the property. Then why we have to register the property in
Registration department ? Are these registrations for the unwanted tensions among the people? Then
Selling and purchasing a property can be done on a piece of paper in the presence and witness of the
local leaders or gentleman or local people or any other. If any problem rises then they will solve the
problem. Why to register in the Reg. dept and getting financial burden + tensions again and again for
decades.
And is this for loosing the hard earned or saved money by the purchaser? After the registration, if that
sold out property legal successors comes on the screen, why the Registration Department or the
Government doesn’t declare that it is the legal problem of sharing the received money in between
them or seller and that legal successors. But why the purchaser is kept always in the troubles? And
why the Govt. doesn’t take up this as the criminal case on the seller? The sharing of the received
money from the purchaser will be in between the seller and his successors or any others. Why the
Purchaser/s is every time in trouble?? What is the meaning of cash payment for the Registered
purchased property including the registration? Why the purchaser should be affected badly after
paying the entire money and registration made on his name by the government department??
Actually the purchaser’s right should not be disturbed. But every time the purchaser will be in the
trouble.
In the same way people are suffered with double or multiple registrations made by the same seller or
cheaters to different purchasers with false witnessed persons. The same property is sold by the seller
to different number of purchasers with an intention to cheat the purchasers. What the Registration
department is doing? Is it simply to get revenue from the people? Departments must check this for the
sake of the public because they are charging the registration fee and stamp duty or any other, and
also increasing all different kinds of fee from time to time for the registrations. If the Governments
escape for taking care on the purchaser’s rights … then what is the meaning of the Government’s
registration department?

Drinking water plants in each and every village, town and city.

Programs and Arrangements to provide minimum facility of basic essential clean and safe pure
drinking water by increasing the household level and community based water filters
Desalination plants at sea shore areas and also when the salinity in the water is more and at the
fluoride water areas.
Controlling the waterborne diseases in villages and towns and cities.
In every village establishing at least one public Mineral water plant.

Artificial Recharging methods in Urban Areas suggested to recharge the ground water are pits,
trenches, wells, shafts and directly diverting runoff water into the existing wells and etc., The choice
of any particular method is governed by local hydrogeology and soil conditions & for ultimate use.
When utilizing the water, sanitation and purification methods are compulsory regarding the health.
Almost every person in the rural living people is infected by many kinds of waterborne diseases and a
major cause of illness & deaths more than 50.1 million affected by waterborne diseases annually. 1.5
million children are estimated to die (2nd Place)of diarrhea alone and 73 million working days are
lost due to waterborne disease each year and also resulting economic burden in the country. These
infections are cumulative in family and in the concerned living areas and societies. When we are not
able to give at least drinking water to the citizens then how can the parties and politicians tell that we
serve our people?
More than five million people, most of them children, die each year from illness caused from drinking
unsafe water. The privatization of water industry built a 400 billion dollar a year business globally
which is one third larger than global pharmaceuticals. The total wastewater generated in India is to
the tune of 22900 million liters per day. Of this quantity a mere 5942 million liters per day is treated
for drinking. According to Down to Earth, rural people in India spend at least minimum Rs.300 each
year for the treatment of water/sanitation-related diseases. This is more than 3 times of the annual
budget of the Union Health Ministry and more than the allocation for education.
There is an urgent need to immediately enhance access to safe and adequate drinking water.
Politicians, local organizations, Governments should give highest priority to the meeting of this basic
need. Without the clean and safe drinking water how can we expect the people to be healthy and
wealthy and ultimately the country?

Women Protection.

Total security to women in the country. Immediate legal actions for harassments.
Equal rights – 50% for Men and 50% for women in each and every aspect of life, field or sector. No
other kind of reservations which are based on the basis of Caste, Race, Community, religion, region,
income or any other, except for ex-service man, sports, cultural and Physically handicapped people.
Establishing separate women protections. Separate ‘law and order’ police stations for women,
without any males.

the social structure will be in a smooth manner with their involvement. So proper care should be
taken by the governments to get relief to their families. They are facing many social and psychological
and physical financial abuses and problems.

Senior citizens, Old aged people – Major problem.

Arrange the Mandatory lessons in the school and college education regarding the joint family and
old aged parents and grand parents importance to the children… from child hood they should be
taught.
All properties of the old aged persons if any, will be transferred to the persons who are protecting
and caring them in their old age, they may be either their off spring/s or relative/s, or any other
irrespective of their caste and religion or status.
On the basis of the Complaints from any social organization or persons either friends or relatives
who are related to them – Non bail able warrant will be issued and if they are Govt or Pvt Employees
their increments and other facilities will be stopped immediately. If they are in any other profession,
they are punished with imprisonment and penalties accordingly.

The reason we are in this world is our parents, the reason we studied is our parents, the reason we
were alive all this while is our parents, the reason we survived all the diseases is our parent’s care.
The hands who made us walk are our parents’. When we were kids we never thought of it but we knew
that no matter what, our parents will be by our side. But when our time came to show our respect, to
reciprocate the love, to show our gratitude, we back out. But the truth is that even when they are
counting their last breath, they are still thinking of us! Do not treat the Parents like burden especially
when they need you. Hence don’t neglect your parents. It is the mirror image of your future life.

We remember our parents struggled their entire life to bring us to this position which is exclusively
for us only. The most important point is we had forgotten the care taken by our parents for our
development. It is our minimum human behavior to take care regarding our parents. We have to
remember one most important point in our earlier life – our parents cared 24 hours in different ways
to protect, care, feed, teach, assist, support and develop and everything for us.

The role of grandparents is very helpful from morning unto night. The grandparents will take care of
their children. This creates an atmosphere of safety, confidence and surety in human life. They have
greater responsibilities and their services have helped their children to be successful in life.
Grandparents do parenting, they will teach them what is right thing to do in life and what is wrong to
do, what is a rightful character in life – Always speaking the truth, religious practices, teaching
stories, puranas, about god, about good and bad behaviors and characters, They teach how to treat
mother, father, teacher, guest and god with great respect and regards. They teach them to distinguish
between what is Joy and what is fun. This is the way to create family unity and adopting family values
in life. Old Parents and Grandparents in Parenting plays very important role in the development of
the Children in the house and in the individuals life which will ultimately reflects their respect and
care at your old age period.

Parents tell stories of our ancient saints to small children and grand children so that they can follow
our religious traditions, beliefs and understanding of our cultural heritage and our different
languages. They teach in offering prayers and reading ancient scriptures, yoga, meditation, exercises
and many to the children. The teach how to tackle stress in life which is the number one enemy in the
human life, They make learning the controlling of the emotional levels, they teach universal love and
human attachments with pets and gardening. They teach the economy values in different ways and
fields which leads to a systematic leading of life. They teach traditional medicines and health
monitoring that needs and how to live the leading life in a best way. Elders teach to remain tolerant
and be sympathetic and polite to everybody in the house and society which are the main aspects of
human life. As per the Hindu culture elder people are the living libraries and also pass some of our
time to know what is happening in the country and world and also in the nature. Elderly people ought
to have deep love, compassion and sympathy to all the members of the family equally without any
partiality to any one of them. We should communicate to all family members daily or at several times
inquiring about their health and birthdays and important days of life they ought to enjoy in
celebration such important incidents in life. This is the family love, family values and Family unity
and is the best mission in Hindu Life. Whenever any opportunity arises, old people in the family try to
explain the religious faith, and family Celebrations and ritualistic belief with which we are brought
up. Now the reverse side of development is going in joint family’s breakup which is due to western
style and lust.

In India the parents do not leave their children on their own even after they are grown (of course
there are exceptions), but children find it hard to accept the fact that there are times when parents
want to feel the love that they once shared with them. There are times when parents just want to relax
and want their children to reciprocate their care. Every parent wants to see their child grow and be
successful but no parent wants their child to treat them like an unnecessary load or scrap on their
responsibilities.

Due to the interactions of the western culture and traditions – Out of every 10 elderly couples in India,
more than 6 are forced by their children to leave their homes. With no place to go and all hopes lost,
and no one can give or guarantee their happiness and peacefulness. Unfortunately People usually
everywhere on the globe will remember and talk about their mother land. But not about their Mother,
Father and Grandparents who gave the life and development to them.

For many senior citizens the problems of life begin at home. Elder abuse can be in the form of
physical abuse, psychological abuse, economic abuse and neglect & isolation. The biggest challenge
with elder abuse is that it is usually hidden – A sense of fear that they may be abused more. If they

speak up leads to elder abuse being hidden. The old aged persons are getting reflected the most
tragedy events. Old age is also a very vulnerable phase in the life as there are various uncertainties
that undergo with the children and society. Health becomes biggest worry, money becomes a big
issue. Loneliness starts to rule the old age. The sad thing is that most of the old aged feels that their
children do not care and discarded them.

Now throughout the India, due to the social changes, we are seeing the old age people (Parents,
grandparents) as labors or in the old age homes, pension homes, senior citizen homes. Orphan
homes, or on the roads, becoming beggars in unknown premises or victims of the hungry deaths with
various diseases and suicides. Our grandparents and parents in our family are not scrap they are the
founders of your present family. Without them we are not here.

Based on this some people are constructing and maintaining the old age homes on the charity basis or
on the monthly paid basis to prolong the victims live span. Old age home only caters to physical
needs of elderly persons to some extent but not the moral, psychological and economical needs. The
old age homes do not guarantee their happiness and peacefulness. In general Old age Homes are for
the Parents who are abandoned by their family, Senior citizens who have no family or assets, Women
and men with chronic diseases, economically incapable old people, People who went through Elder
Abuse and etc.,

Elderly persons/couples being forced to sell their houses are very high. Some elderly people have also
complained that in case of a property dispute they feel more helpless when their wives side with their
children. Many of the old parents suffer in silence as they fear humiliation or are too scared to speak
up.

This most dangerous phenomenon called ‘grand dumping’ is becoming common in rural and urban
areas as their children are being increasingly educated and earning. They are becoming intolerant of
their parents’ health problems. After a certain age health problems begin to crop up leading to losing
control over one’s body, even not recognizing own family owing to Alzheimer are common in old age.
It is then children began to see their parents as burden. It is these parents who at times wander out of
their homes or are thrown out. Some dump their old parents or grandparents in old-age homes and
don’t even come to visit them anymore. Their life ends in tragedy.

Religions.

We will avoid the increasing discriminatory categories like white card, pink card, mentioning the
annual income, caste or communities, ration.

disturbances in the country. It declines the progress of the country and immigrations to other
countries. And all types of agitations and quarrels will increase and finally protecting themselves will
create major wars among the people. Conversion of religion is creating biggest social problems in the

Major steps in contracts and suppliers.

For each and every rate contract, Big or small Tenders, Three tenders quoting, labor contracts etc.,

We will appoint a thorough checking committees to compare the rates of the materials in the retails
markets, Wholesale markets and the ex-factory price lists to minimize the corruption and miss
management of the public money.
The data will be open to all. No hiding.
For each and every work. We will pay the part of bills in advance.
No EMD for any kind of tender.

We will control the Corrupted / Misusing of the Extra Quoted Money Every Year in Contracts which
is Thousands of Crores of Rupees Public Money in Each and Every Department.

We will take the major steps in the contracts and suppliers, and all tenders. The Rate contracts of any
product or work should be based on the ex- factory rates of any product in the country. In general the
rates quoted in the rate contracts or tenders will be upto 5 times more than the normal retail rates.
Hence we planned many kinds of action steps regarding this.

In General the Manufacturers / Sole Distributors / Whole sale Dealers or any other will supply any
material for lowest bottom prices. Since thousands of years and any where in the world this is the
nature of the Business. In other way we can say this as – If the purchaser is willing to buy the products
in bulk quantity, then the suppliers will supply the products for rock bottom prices. There will be a lot
of difference in between the lowest bottom prices of the seller and the MRP (Maximum Retail Price)
of the end user.

But this is total reverse in the Government departments. To hide all of these from the Government &
public the intelligent cheaters are using the Rate Contract (RC) system and three quotation systems
and EMD in the Departments. In general The Chief Engineer or any such official on behalf of the
State government or the Central government will approve the rates of all materials needed and that
approved rates of the materials will be in general implemented up to the next approval of the Rate
contract by the Governments ( In general it will be every year ). These rates will be 200% to 500%
more than the MRP. On some materials it is up to 1000% more than MRP. And the ridicules thing is
some of them also collect multiple taxes on the materials and that collected tax is never known to the
concerned departments. We can see these approved prices of the cost of the materials and labor
charges lists in the Rate contract list in any department. There will be thousands of Rate contracts
according to the Materials or products. And also Some times this leads to claiming the payment
without supplying the material or without any work. And we can have the recorded evidences of all
the persons involved for the work done or supplies in the Measurement Book (normally called as MB
) In general all the staff and the suppliers will share the extra quoted amount. Corrupted money is in
this extra quoted money only. We can find out this individually, easily on the basis of Bribe
percentages in various stages or levels of the departmental persons

Sanitation works.

The working conditions of these sanitary workers have remained virtually unchanged. Apart from the
social atrocities that these workers face. So we will….

Regular awareness programs to impart education regarding safer work procedures and use of
personal protective devices.
We will not collect any kind of taxes including toll tax from the waste material gathering
companies and transporters to accelerate the sanitary works in the villages and towns and cities.
Arrangements for increasing recycling of waste material in Urban Indian cities, which is only 10%
out of around 45 million metric tonnes of waste generated annually.
Increasing of personnel door to door garbage collections, suitable containers, collection vehicles
Availability of sanitary workers on Sundays, on public holidays and on festival days.
Increasing the frequency of Day to day checking of overburdened Drainages particularly in the
rainy season and at drainage blocked situations.
Increasing the size of the drain tubes or channels, manholes or pit holes, Drainages at overburdened
potholes and removing the depressions on roads to maximum extent to get free flow of the drainage
and waste material to flow freely, fastly and for clearing speedily. Constructing deep pits at different
locations to collect the heavy garbage in the pits.
Increasing the proper connectivity of the drains where ever it is necessary.
Special concentration on the coastal cities like Mumbai, Collate, Chennai and many which face
bigger problems.
Cleaning and transporting the speedily increasing sewage/garbage matter away immediately and
frequently more times from the places like vegetables markets, fruit markets, grain markets, fish
markets, perishable goods markets, shopping markets, one day in a week Market places which are
common in the villages/towns/cities ( Santha or angadi or any other local names) Super markets,
Tiffin centers, Hotels, Hospitals, Nursing homes, garbage collecting centers and also near the
industries.
Using the modern techniques to speed up – removing and cleaning the drainages and sewage
material and transporting them immediately by the concerned people frequently without making the
garbage material again and again blocking the drains on the roads or else where.
Alerting the people to fix a place to throw their waste material. And that fixed places will be far to
the Drainage systems or passages. Because that waste material definitely again reaches into the
drainage within few hours and it chokes the passages of the drainages every day and every time.
Allowing and encouraging the people to follow the country methods in cooking which results the
maximum utility of the waste material and also helps them in saving their money.
Concentration on the solid garbage to be removed from time to time immediately by the
department so that there will not be frequent choking or blocking of the manholes and drainages or in
the underground drainage systems. At the same time there will not be any gathering of the animals at
the garbage dumping premises.
Checking of the Departmental authorities on every day regarding the garbage, stagnant water
and/or waste material, drainage blockages.
Immediate attentions within an hour – When the people give any complaint to the concerned
person / department / contractor regarding blockage or the removal of the garbage or the waste
material on the roads or streets or at any place.

Major responsibility & burden is on the Municipalities and Municipal corporations. Intentionally the
Sanitary workers and other related staff are prolonging and delaying the time to clear the drainages /
garbage at different places – this is only for the intentional corruption. This is also one of the main
causes to increase various diseases among them, in the people and in the domestic animals.

Immediate and regular attention in the duties will solve many recurring sanitation problems and
intensity of the health conditions of the public and firstly the sanitation people. They are exposed to
certain health problems by virtue of their occupation. Intoxication may be hyper acute, acute, sub
acute or chronic.

The modes of exposure for the various infections are – The most common way is by hand-to-mouth
contact during eating, drinking and smoking, or by wiping the face with contaminated hands or gloves
or by licking splashes from the skin. By skin contact, through cuts, scratches or penetrating wounds,
i.e., from discarded hypodermic needles. Certain organisms can enter the body through the surfaces
of the eyes, nose and mouth by breathing them in as dust, aerosol or mist. The working conditions of
the sanitary workers have remained virtually unchanged. Using only a stick broom and a small tin
plate, the sanitary workers clear feces ( and Now added – Garbage and other waste materials ) from
public and private latrines onto baskets or other containers, which they then carry on their heads to
dumping grounds and disposal sites. Very few, however, are provided with wheelbarrows or carts by
the municipal authorities.

These health hazards include exposure to harmful gases such as methane & hydrogen sulfide – Which
develops the irritant action on the eyes, sore throat, cough, chest tightness, thirst, breathlessness,
sweating, irritability and loss of libido. In cases of severe poisoning, the person drops into a profound
coma with dyspnoea, polypnoea & a slate-blue cyanosis until breathing restarts. Tachycardia &
tonic–clonic spasms are seen. Inhalation of massive quantities of hydrogen sulfide rapidly produces
anoxia resulting in death by asphyxia. Epileptiform convulsions may occur and the individual falls
apparently unconscious and may die without moving again. This is a syndrome characteristic of
hydrogen sulfide poisoning in sewer workers. However, in such cases, exposure is often due to a
mixture of gases including methane, nitrogen, carbon dioxide and ammonia.

In sub-acute poisoning, the eyes are affected by palpebral edema, bulbar conjunctivitis and
mucopurulent secretion with, perhaps, a reduction in visual acuity—all of these lesions usually being
bilateral. This syndrome is known to sugar and sewer workers as “Gas Eye”. Cardiovascular
degeneration, Musculoskeletal disorders like osteoarthritic changes and intervertebral disc
herniation are the common spinal abnormalities reported in these workers, infections like Hepatitis,
Leptospirosis and Helicobacter, skin problems, Respiratory system problems and altered pulmonary
function parameters.

Two-thirds of Indian homes have no access to clean drinking water and four-fifths do not have
adequate drainage systems to discharge waste water. The sewage and the garbage should be disposed
as early as possible without and prolonged delay in time. If not in general the aerobic and anaerobic
bacteria and worms and flies, mosquitoes and many types of insects develop which in turn develops
many diseases among the Humans and also the animals

People are disposing about 1 million bags per minute. These plastic bags and also plastic bottles are
creating a number of problems to the nature and also for the Human’s health. These Plastic bags and
bottles are blocking the drainages and choking them. The blocked drains have resulted in drinking

As per the census 2011, at country level, there is no drainage facility in 48.9% households, while 33%
households have only open drainage system. National Family health Survey-3 (2005-2006) reported
that 52.8% of the households in urban areas have improved sanitation which means that their flush or
pour toilet latrine connected to piped sewer or septic or other systems, while 41% of the households
still have no latrine within household premises, with 24.2% of them depending on public latrine and
other 16.8% practicing open defecation. Besides, more than 28% of the urban population lives in
slum areas. The cities of Delhi and Mumbai generate some 17% of all the sewage in the country.

be also a part of the advertisers along with the Railway department. The Department will not waste a
single day, because this is the lakhs of Crores of Rupees revenue without any investment. This will

We should not waste or prolong or late in using our Countries property or public property in any
manner. Indian Railways was using about 400,000 tonnes of steel rails every year – sufficient for
4,000km of track (100 tonnes per KM), although most of the new rails are used for replacement of old
and defective rails. Starting in 2004, the projected demand is up to 750,000 tonnes, mainly because of
the use of heavier rails. Lakhs of crores of rupees is there in the Rail Budgets since the replacement of
the rails started. SAIL is selling the rails to Indian railways for 1.0 lakh to 1.5 lakhs per tonne weight.
We will make the rules so that the Roads and Buildings, Irrigation, National and State Highway

visually easily identified.
TC/TT/TTE should check their compartments on every duty day and should report if any lack of
service is there in any compartment. It is his/her duty. If any complaints they will be suspended.
Ground Bore water systems will be developed in the adjacent lands of the railway lines and water
will be supplied without any interruption to each and every railway station even in the peak summer
season. Water will be pumped even from kilometers of distance through the pipes to the railway
station’s and water tanks.
Constructing of a number of New “Water filling Stations” where there is plenty of ground or other
water sources. Passenger trains will stop for just few minutes to load the water in all compartments.
The sales of the cool drinks, water bottles, snacks and any sales in the compartments, railway
canteens, Stalls in the railway station platforms will be strictly on MRP only.
We will increase the halting time of all trains at the stations for minimum 5 minutes.
For the security of the Railway passengers, mandatory allotment of minimum 6 berths/seats in each
and every Sleeper, A/c, chair car, reserved compartment in every passenger train for the .. Ex service
man, Military/Army, NCC, Police and other security people if any. They will be permitted and can
interfere and stop the illegal activities if any – in their traveling compartments upto their destination.

Indian Railways are reporting a loss in the passenger segments. Railways carry a social obligation of
over 20,000 crores. The estimated loss per passenger per KM increased to 23 paise by the end of
March 2014

easily that how the loss will occur to the railways.. It will be due to the total neglect and lack of the
responsibility regarding the passengers and freight traffic and corruption.

IR has over 1.307 million employees. As for rolling stock, IR holds over 239,281 Freight Wagons,
62,924 Passenger Coaches and 9,013 Locomotives (43 steam, 5,345 diesel and 4,568 electric
locomotives). The trains have a 5 digit numbering system and runs 12,617 passenger trains and 7421
freight trains daily. As of 31 March 2013, 20,884 km (12,977 mi) (31.9%) of the total 65,436 km
(40,660 mi) route length was electrified since 1960, almost all electrified sections on IR use 25,000
Volt AC traction through overhead cautionary delivery. Now there are 17 zones in Indian Railways.

Indian Railways (IR) is an Indian state-owned enterprise, owned and operated by the Government of
India through the Ministry of Railways. It is one of the world’s largest railway networks comprising
115,000 km (71,457.687 miles) of track over a route of 65,436 km (40,660 mi) and 7,172 stations.

IR traffic is increasing every year, Railway passengers lose their money as high cancellation charges
(hiked by 4 times) and on Tatkal tickets and corruption. People can’t do any thing and they offer
bribes to the concerned persons or the concerned people demands bribes. Online reservations solved
the problems to some extent. If we implement some more precautionary steps regarding the online
process then some more problems can be solved. The percentage of cancellations is increasing day by
day. These are added profits by force from the travelers. This type of revenue is dramatically
increasing to the railways. We all should feel sad for this type of leeching on the passengers. Railways
facilities are increasing but at the same time it should plan a nice and safety and peaceful journey to
the passengers. We don’t have high-axil load tracks to introduce the High speed trains. With
maximum safety we can run is 100 km/hr and that too in short patches. According to the estimated
traffic by the railways – in non-suburban sectors the loss of passenger traffic has been as high as 4
percent. The passenger traffic figures for both suburban and non-suburban show a dip of 2.25
percent. This is alarming trend to the railways. But the trains are still running packed. They may be
going full house with twice extra packed including a lot of ticket less travelers on board too

In general our present passenger trains consists 4 to 26 Coaches. Length of the platform will be
more than half kilometer. The trains halting time is 1 to 2 minutes. At every small or big railway
stations the passengers are increasing. The sequences of the coaches are reversed some times. To
identify the reserved or unreserved compartments it takes time to the passengers, and No guidance
will be there on the platforms or if present they will not work and no body responds. Within the given
short span of 1 to 2 minutes halting time, the people are not able to run on the platforms and enter
into the trains. If it is the case for the people with children or patients or aged persons or pregnant
women and with luggage what is their condition and position and situation. On the other hand due to
the rail track or platform busy or any other reason, almost every train stops at many places or in the
outskirts for more than 10 minutes and some times it stops for even an hour also. Each and every
passenger is the important person for us and for the railways. So we will instruct to increase the
halting time of all trains at the stations for minimum 5 minutes. This will be most useful for all
passengers to enter into the train along with their children or persons.
The other most important point is the TTs/TTEs/TCs ( They are paid to check the ticket less
travelers only ) will be able to check the ticket less travelers. Different surveys say that there is 40 –
48 % ticket less travelers and in some routes more than 70%. This is due to the intentional ticket less
traveling and the persons who are unable to take tickets due to heave crowds at the ticket counters in
the stations. So Ticket counters and the staff has to be increased. These types of conditions are also
adding difficulty to control the illegal persons and their activities in the stations and in the coaches.
So increasing coaches, unreserved coaches, halting time, Water and Toilet facilities and staff will
solve the major problems in the IR.

Each and every reserved compartment can accommodate to maximum 72 passengers only. Where
as the unreserved compartments can accommodate more passengers. This enables the proper
checking of the ticket less travelers. The railways are for the people and business. It should
accommodate at least a sitting seat to each and every traveler. Railways should start new trains in the
heavy traffic lines. If not corruption, ticket less travelers, thieves, negligence increases and the
revenue of the railways will certainly decreases. On week end days and on festivals the number of
trains should be increased. It is advisable to start new express trains and passenger trains and
increasing the 50% general unreserved compartments for each and every train. Indian Railways must
provide minimum comforts to the passengers. We don’t need the bullet or rocket trains which are not
advisable to our track conditions and it is far better to drop the new rail lines for the bullet trains.
Instead of that it is advisable to replace the old tracks for the safety of passengers.
Each and every compartment should be in good/hygienic conditions with proper water facility and
power. Every TC/TT/TTE should check every compartment on his every duty day and he should report
if any lack of service is there in any compartment. Reporting should be there in the next station or
junction to clear the problem. If any passenger gives a complaint in any station, take it granted that
the concerned TT is not performing his duty. This checking duty should be mandatory to all TTs. They
should give day to day report. Or the Indian Railways can create a separate services department.
We can observe the lack of water in a number of compartments and in stations. The lack of water
problem in stations and trains can be reduced in a simple way. Ground Bore water systems can be
developed in the adjacent lands of the railway lines and water can be supplied without any
interruption to each and every railway station even in the peak summer season. Water can be pumped
even from kilometers of distance through the pipes to the railway station’s water tanks. Due to this
water supply – the stations and compartments can also be kept in clean manner. Exclusively “Water
filling stations” at the water body locations anywhere in between the stations will solve the total
water problems in the passenger compartments of any train in a particular route of railway lines. This
will save consuming plenty of public water in the railway junctions or at any railway station.

wind power which creates minimum pollution. For this we will invite the people to start their own

and also if we take sufficient measures we can supply to entire India and also to the nearby countries.

The Thar area has a tropical desert climate. April, May and June are the hottest during the day. The
average maximum and minimum temperatures during this period remain 41 centigrade to 24
centigrade respectively. December, January and February are the coldest months with average
maximum and minimum temperatures 28 centigrade to 9 centigrade respectively with heavy winds.

Fridge. TVs and etc., every thing they are using for free. They never bother about saving the power.
Here our politicians will say that they are poor. This is not acceptable to any one. Either rich or poor,
they should be caught and punished severely and immediately. There should not be any excuse on the
basis of rich or poor. Thief is a thief at any place and at any time. No excuses should be there.

In general these power thieves are more talented persons in utilizing the power. They can connect in
different methods for their different usages. They can connect within minutes only. They can also
change the phases automatically with simple devises. Even any of the experienced line men or any
qualified engineer can’t give the connections in such a speedy method and innovative methods like
these persons. They follow innovative methods for the power theft from the power lines, power meters,
transformers, houses or any. In many villages we can notice this. Even the uneducated farmer is more
talented person regarding this. If any accident or death occurs then also they blame the department
and they demand for the compensations. Due to the involvement of the political people the usage of
theft power is increasing.

Every where we can see the hooks on the electric line wires. No Departmental person dares to catch
and prosecute them because of their criminal acts & also for non-supporting of higher officials and

involving of the political people. So only a small oral warning will be issued. If any higher authority’s
inspections are there, then they will remove all illegal connections & after the inspection is over,
again the same process will be repeated. Mostly the departmental person’s inspections will be on the
papers only. If any departmental force is there these people never hesitate to manhandle the
inspecting authorities. So the departmental people will be corrupted in this way and some what
benefited. Even these thieves collectively pay regular monthly payments to the departmental persons.
In many places these thieves will install the poles and transformers up to maximum available
distance. In between up to the terminal of the power line all will use the power for free. This is
unknown to the public.

If the departmental ridings are there or more then all thieves will be alerted by some one and they will
use the power after 5.00 PM to next day’s morning 10.00 AM. Because the office timings and the
ridings will be in between 10.00 AM to 5.00 PM. These all thieves will complete their all power works
in that available time only. In remote villages and interior places the thieves have no problem at all.
Because none will inspect or no one will object them. So they will use the power round the clock.
There are also other types of white collar persons in this illegal usage of power. They have electric
meter, but they damage it and will apply for new meter. And the fixing of new meter will be managed
for years and years. Mean while they will use the power to maximum extent. Some people will bypass
the power from the electric meter. So that their meter will not run when they are using the power. Or
some people will slow down their meter readings with different techniques to escape the actual
payment.

Some thieves will use the power from the other nearby houses where the power connections are
bypassed and that houses will be locked for ever. No one will get doubt. There are many types of
thieves who use their techniques in different ways.

Here we all should know one main point.. The regular legally power using innocent persons are
paying this theft electric power cost to the department along with their regular payment. The
department will increase the unit charges and we are paying that theft power cost. So they are safe
with their salaries and extra income. So we can understand that the cost of the illegally using and lost
power is a monthly big burden and shared by us, i.e., the persons who are innocent electric bill
payers. This is not acceptable. We should control this. But no Government is controlling. We will
control this theft in different ways for the development of our Nation. We must control these leeches
without any mercy.

All political people must control such kind of activities for the National development. The politics and
political people are for the sake of people and country and not for supporting the illegal activities,
earning money by supporting illegal persons or supporting Gundas, Rowdies, Street fighters, Land
grabbers or any such kind of people. We should not divide the people as rich and poor or on caste or
community or locality basis. Thief is a thief or illegal work is illegal in any place and at any time.
Hence we must not support any illegal activity in the country.

Either a rich person or poor person should be caught and punished severely and immediately. There
should not be any excuse on the basis of rich or poor. No excuses. We will take positive steps without

number of holidays and comfortable timings to teach the students and pension/gratuity, medical
facilities, LTC and etc.., And they are enjoying all facilities when compared with the private
institution teachers. Here we have to note one Major important thing. Majority of the Private
institution’s teachers are 10th class or intermediate qualified and they are paid in between Rs:300 to
Rs:500 in villages, Rs:1000/- to Rs:2000/- in towns, Rs:1500/- to Rs:5000/- in Cities. Even though the
parents in the villages, towns, cities will rush to join their children in these private schools by paying
huge amount of donations and regular monthly fees. Every year they will get 90% to 100% pass
results. Governments will impose their ridiculous rules on these private institutes only. Actually they
should be rewarded.

over the Country. They will state that the standards will be poor and it is insecure to the People. But
on the other side of the face .. Permitting the more and more Medical Colleges is the best one for the
service to the public in the Towns and mainly in the Rural India. Because these Private Medical
colleges Generated Medical Doctors are far better than the present RMPs and PMPs or any other
who are practicing in the rural India. Hence it is must to give more permissions to the private
Medical Colleges…

Rural people in India will treat the ‘RMPs and PMP and LMPs clinics’ are – Temples in Rural India.
Those medical practitioners are the living Gods in the Villages. Because the Patients will pay their
Medical fee and cost of medicines once in a year after yielding their crops or any other income. But
due to unavoidable circumstances, many of them are becoming as hidden brokers/mediators for the
corporate hospitals or general hospitals or for some Professional doctors in the towns and cities.

The target of conversions in a religion is also based on the Health and money problems. By

are cheaper as no R & D investments are involved as in the case of Branded or new drug. Generic
manufacturers are able to sell their products for lower prices because they are not required to repeat

needs. Availability of Generic drugs in the Indian Market is very very low. But, today India has the

39 million Indians are pushed to poverty because of ill health every year. Around 30% in rural India

city authorities and make them responsible in their limit areas. Periodically they should check and
see to display the traffic symbols or the traffic signs on their roads whether National high way/ state

like recycling or reuse of waste material, land filling, especially with wood products, where the life

In every summer, we are all facing the ‘Draught’ conditions and water problems in Cities, Towns and
in Villages.

Groundwater reservoirs have more storage capacity than all the surface water put together. We will
arrange the new methods to divert and increase the ground water levels dramatically throughout the
country with our methods and planning.
We will build artificial groundwater recharge structures, activities and recharge structures where
the output is more than the ground water recharging.
Wherever the width of the river / sub-river / canal or any other is narrow and for every 5 km or 10
km or 15 or 20 Km according to the convenient we will construct small barrages or walls with sluices
or gates which obstructs the water flow This process will divide the flow of water & land into blocks.
On either sides of the entire bunds we will develop with the various kinds trees which will give
fruits, shadow, wood or any other according to the soil’s nature… This will produce very good
quantity of food and wood other needs for all citizens in India.
We will arrange to protect them for just 3-5 years, and then those trees will give every year good
crops to the nation. This process will be done by tenders and contracts without any expenditures.
Presence of buildings and covered surface areas in metropolis do not allow much Ground water
recharge as these produce high run-off. The urban run-off known as storm water generated in large
volume usually goes away as waste water. We will store and utilize this urban run-off water with
simple mechanism and with minimum input cost as ground water in almost all cities, towns and
villages..
We will use the Millions of open dug wells either gone dry or are yielding little water as the
recharging pits.
All types of lifting Methods – Manual, Animal, Wind, Gravitational, Solar, Electrical, Magnetic,
Tidal, Air, using Coal/wood/waste material, Thrust, and many., and Submersible, Jet, Monoblock
Centrifugal, turbine pumps etc., – will be given with rock bottom prices to the concerned people.
Any surface water body can contribute to groundwater recharge. For this reason we will construct –
all types of specific site structures suitable for accelerating groundwater recharge.
We will not permit any of the expanding colonies and new colony layouts and real estates in
the country, until and unless they dig – 1/15 or 1/20 area of the open land for a 6-10 feet depth pond or
a small lake or water reservoir for ground water recharging. Parks are optional only. Without the
source of water what is the use in allotting some area for park in the layouts or colonies ?
We will instruct the existing real estate colonies to convert the allotted parks area to a water
reservoir for the ground water recharging.

Rainwater harvesting / Rooftop rainwater harvesting, Roof top pits will be a great option
particularly in apartments. It is not a limited source of water for us in cities and towns.
We will implement many other ways for water conservation in cities and developing cities, towns
and villages and most importantly it will be a continuous activity involving every Government and
citizen, in short, it will be a revolution.

Water covers three quarters of the surface of the earth and 97.2 per cent of it is in oceans, but this
water is too saline for our use. The distribution of remaining water has been estimated as 2 per cent
as ice caps, 0.62 per cent as groundwater, 0.009 per cent as fresh water lakes, 0.8 per cent as salt
water lakes, 0.001 per cent as atmospheric water and only 0.0001 per cent as rivers.

Our country is having very good source for water. The Main ridicules point is that we have sufficient
rains and water and we are not able to plan correctly.. for example Ganga -2510Km, Mahanandi –
860Km, Yamuna-1370Km, Narmada-1289Km, Tapi-724Km, Godavari-1450 Km, Krishna-1300Km,
Kaveri-765Km etc., in this way our country is having other rivers, many thousands of kilometers of
sub-rivers, canals, sub-canals and etc., In general one TMC water means-one hundred crores of cubic
feet of water is used to cultivate 10,000 acres of land. Due to our inefficiency in planning we are
loosing every year thousands of TMC of water – going into the oceans., First we have to plan for the
storing of the surface water in all rivers, Sub Rivers, canals, sub canals & etc., we have to link all
these with lakes, dams & natural and artificial reservoirs, ponds and tanks, which are near to them.
For example, In Andhra Pradesh and Telangana there are more than 80,000 lakes. In total there are
lakhs of lakes and reservoirs and ponds. Throughout the country, if we control the flow of water into
the oceans then automatically the ground water level will increases in all over the India. At the same
time productivity of all sorts of food including fishery, cattle, industries and etc will be increased.

Constructing small barrages or walls with sluices or gates that obstruct the water flow for every 5 km
or 10 km or 15 or 20 Km according to the convenient where the width of the river or sub river or any
other is narrow, heights with 3-10 feet more than that particular areas ground level will create water
blocks. In this way it will be up to the end of the river or Sub River or canal or any other. We will
connect them with the ponds or lakes or any other accordingly. Then the flowing water path is divided
into a number of blocks. In the rainy season each block is filled completely and the only excess water
over flows above the constructed barrages/walls. In his way each block is filled with optimum water
storage and can be controlled and used accordingly with the sluices valves when needed. In this way
entire river/sub-river/canal/sub canal and the filled ponds or lakes or reservoirs will be with optimum
stored water. In general if we observe in the rainy season, within only few weeks the water overflows
into the ocean. After that rivers or Sub Rivers or canals will be empty or with very less water. The
main object here is to control the flow of water into the oceans and utilizing for our needs.

We will also develop on either sides of the entire bunds with the various kinds trees which will give
fruits shadow, wood or any other according to the soil’s nature… This will produce very good
quantity of food and wood other needs for all citizens in India. If we protect the trees for just 2-3
years then those trees will give every year good crops to the nation. In this way the poverty can be
reduced.

Every part of the country develops in this way of water system. The expenditure will be very less and
this will be permanent solutions for the draught & floods in the India. Forests & vegetation will be

developed everywhere. Due to this type of system rains will be in correct time and will be sufficient
for us. If we plan and do such works then R&B, irrigation, nursery, ground water, industries, animal
husbandry, sericulture, poultry, Aquatic related departments, and all other departments will be busy
in serving his Nation. Every professional person including farmers, weavers and traditional works,
and all people will lead their lives without facing lively problems. The purchasing, consuming and
utilizing capacity of every citizen will be increased.

Gram pantheist, Municipalities, Municipal or Metro corporations are not able to supply adequate
water to the people but they are collecting heavy taxes. Without building the source of water how can
they build the supplies ? In towns or cities, people are purchasing the daily needed water from the
municipalities and from the concerned department persons or from the private business people. In
general every tenant or house/apartment owner is having a burden of Rs: 300/- to 5000/- per month
as maintaining charges towards the water expenditure.

Our domestic water requirement varies from 50–200 liter per capita per day depending on our life
style, the quantity of water actually used to be of best quality for drinking is just about 4 liters per
capita per day. Where surface water sources fail to meet the rising demand, As the demand-supply
gap widens, more groundwater is being exploited. Of the water supplied by the municipality, Ground
water levels within the cities abnormally fell down due to the needs with increasing corruption.

Groundwater recharge (inflow) takes place from rainfall, canal seepage, field irrigation, tanks,
influence seepage from rivers, inflow from other basins, evapo-transpiration, groundwater drift
(extraction), effluent seepage to rivers, outflow to other basins., in many areas surface water bodies
like tanks, canals, rivers, irrigation returns etc.,

Rainwater is also harvested from rooftops serving as “catchment’s area” particularly in urban areas
with moderate to high rainfall and stored in tanks for domestic use. Excess rainwater can be diverted
for recharging of groundwater.

Abandoned dug wells can be used very conveniently as a makeshift artificial recharge structures.
Millions of dug wells in the country which at one time were yielding groundwater have gone
completely dry as even the post-monsoon water table has gone below the depth of such dug wells.

An abandoned dry dug well is just as good as a deep pit. When water from an external source is
stored in a dry dug well, water starts percolating into the formation and contributes to recharge
depending upon the permeability of the formation and depth to the water table. It may also be
remembered that only dry and abandoned dug wells should be used for recharging. If water from
external sources is filled into a perfectly or seasonally functioning well, then unwanted deposits will
prevent the entry into and percolation from the well.

Groundwater recharge through abandoned dug wells is meaningful for the needed areas where there
are other wells to tap the benefit of the additional recharge i.e. sacrifice the shallow dug wells to feed
the other deeper wells.

According to the Central Ground Water Authority any building with roof size larger than 100 square
meters located in an area with rainfall higher than 800 mm are well suited for roof water harvesting.
Water harvested from roof top can be stored for direct use. Excess water if any can also be used for
groundwater recharge though a properly constructed artificial recharge structure.

Floods and run-off conditions in the cities and towns and villages.

We are facing the ‘Floods’ problem in the rainy season and at the time of storms or cyclones. All over
the world, water in billions of TMC is going useless. Every year we are losing Billions of Currency,
Properties, Human lives and other lives. Every country is facing the recurring floods and drought
problems.. Our planning will solve this problem in ever country.

We will concentrate in Water Conservation (Rainwater Harvesting) for each and every City, Town,
and Village and for all countries for maximum recurring benefits with minimum input expenditures.
Two Birds for one shot. IT IS THE ‘ B V P ’ PLAN… Minimizing the loss of lives, properties and
loss of water in Floods. And storing the water for the balancing in Droughts.
We will implement natural, traditional and artificial modern Techniques to store run-off of the
floods in the country to improve groundwater through Rainwater Harvesting. Creation of recharge pits
( we can name them as Inkudu Guntalu .. Because water will be absorbed into the ground ), trenches
and shafts in building premises, open space, parks. Use of existing dry wells as recharge structures.
Rooftop and road top rain water should be channeled into recharge structures. Protection and
conservation of open areas, parks and surface water bodies is needed.
We will involve the voluntary services of the people, students, aged persons, organizations, clubs
political leaders, service organizations and all governments for developing of the small water bodies,
ponds, tanks, lakes and reservoirs in the water saving programs in the villages, towns and cities.
We will make mandatory rules for the development. There are few hectors to thousands of hectors
of the government lands in / adjacent the villages and towns and cities. We will convert these lands as
the ponds or tanks which are highly appreciated among the people. We will insist the concerned
people in those areas to construct these ponds and tanks atleast one per year for a period of 10 years.
Local people, organizations, volunteers, political leaders must and should follow this program for the
benefit of our people and Nation.
We will not give/allot any of the open/unfertile or fertile or any other government’s land to the
weaker sections or to any other. We will make them to be utilized for the water storing programs in
each and every village, town and city.
We will arrange to construct at least one pond/reservoir/lake per year per village by involving the
voluntary clubs and people. There are more than 5.9 lakhs of villages in the country.
We will instruct all concerned Government employees, proclainers and all kinds of digging
instruments to be used 24 hours a day. They should not be wasted even for a single hour. The results
of this program will be seen permanently in the same year.
We are having 653, Districts, 6577 Blocks, 246630 Panchayats, and 596856 Villages in our
Country. We will involve all for continuous participation in this program.
Simultaneously, We will also concentrate in every village, town, and city on the degenerated water
bodies due to Sedimentation, encroachments, damaged water regulating structures, weak bunds.

on the earth… We all love Monsoon, but we are bypassing living in the nature to our artificial
constructed locations. Hence we are unable to share the lovely affections of the nature.

Floods in Cities, Towns and Villages in the rainy or Monsoon seasons are becoming a great Problem
due to various reasons. Severe droughts in Cities, Towns and Villages in India which is also
becoming an International Problem due to various reasons.

Not only India, many countries are facing this problem… As our country is peninsular country, we are
facing more problems. We are giving the international solution in a simple way to prevent both the
draught conditions in summer and floods in the rainy seasons, cyclones and storms. Our solution
Creates the International Revolution in Water Conservation for each and every City, Town and
Village and for all countries for maximum recurring benefits with minimum input expenditures.

We can harvest all flood water and we can utilize it in simple method in the summer and in the
draught conditions. Majority flood water can be stored as ground recharged water accordingly in the
cities, towns and in villages and can be utilized. Recurring drought has cast its evil effects on various
parts of each and every country. The increasing temperatures and a deficit rainfall for over years had
serious implications on the water levels and agriculture. The water scarcity was at an alarming level
that water had to be transported through trains.

Reasons for ground water depletion in most areas are – Increasing demand of ground water,
Withdrawing more than recharge, Reduction of recharge area due to buildings, paved paths and
roads, Diminishing surface water bodies Uncertain rainfall, So taking all proper steps in diverting
the flood water and recharging the ground water will solve many kind of problems in the country.

Creating the new water bodies like common ponds, farm ponds, restoring existing water bodies and
other water harvesting structures will help to cope up with the saline ground water problem and
enhance the livelihoods of the poor people. In tribal areas, tank based watershed development
resulted in the renovation of the ponds, tanks, creating new water harvesting structures, orchard
development and wage employment for the poor families. In tribal areas the ground water resources
are less utilized. Use of surface water supplemented with ground water will help for the poor families
of tribal area. These water conservation activities enhance the livelihood activities of the poor
tribals…, these ponds and tanks store the monsoon run-off for more than 4 to 6 months. The monsoons
received in the catchments will be equitably distributed among the tanks. As the tanks hold the water
for 4 to 6 months period, the village community will take up fish culture activities. At the same time
the Fire wood and livestock will also develops.

Minimizing the corruption in public works.

We will instruct and make mandatory the following process for minimum corruption and to maintain
the maximum quality and quantity that needed anywhere for the public works which is for our people
and for supporting the State and central governments works.
If any works or supplies are there in a village or ward or town or city —

A. The concerned departments must first announce those works or supplies through the mike in that
particular locations or areas.

B. After this the village assistant, Sarpanch (Village President), and other concerned officers will also
announce in the public – which is related to that area.

C. Concerned Department persons will handover the certified copies of the indent or order in which
the quality of the materials along with the cost of materials and number of labors and labor cost in
detail and also other details if any with proofs and the time planned to complete the work and also the
estimated life period for the works to all related persons.

D. we will display work/supplying cost, Number of labor involved, and time to complete the works at
each and every public related works directly or indirectly related works.

E. The people of the concerned area or any other area whether educated or uneducated can inspect or
have details at any time and are also having the right to question and object them regarding the works
quality and quantity and cost(s) mentioned in the order or Indent or the construction or supplies
process that is going on at any time. The objections will be recorded on the copy of the order or
indent. There will be separate complaint forms attached to the indent or order copies.

F. Any one can demand and give a complaint regarding the work or materials quality & quantity or
cost of the work or material or any other with proofs. The concerned person who ever may be will
(must) give a receipt of the complaint to him or her. And this will be recorded in the concerned offices
on the same day and the concerned officials will enquire and take proper actions immediately on the
same day or next day and they will inform in written with the departmental seal to the Persons who
gave complaint and also to the other persons who carry the copies of the order or indent.

G. Reply copies of all complaints will be preserved along with the connected Measurement book of
the concerned works for billing & auditing and also for further scrutinizing the system by the officials.
Number of objections and brief details should also be recorded for each and every allotted work.

If the people object the works immediately the works should be altered or if the material supplied is
poor quality or if the cost of the material differs immediately the material should be rejected and it
should be replaced on the same day or on the next day by the department’s/contractor’s/supplier’s
own cost. And also if the people notice any difference in the number of labors or the labor charges
offered by the contractor in the indent/order then also department must take immediate action for the
sake of the protection of public money on these works. Every work will be open to the public.

person who is on the work site and the village officials and others if any, should have certified copies
of the Indent or order and related person’s cell numbers on the indent/order for objecting or
informing. And also the purchase Price, suppliers or Dealers and manufactures details and quantity
that supplied to them, This must be mandatory.

Every Person can object those works with proper proofs even after execution of the work too. Then
the concerned panel of the office bearers should be responsible and the departmental action should be
there. People are having right to compare the Price and quality of the materials that was supplied to
their needed social works. They can enquire the rate and quality regarding the materials supplied on
the spot on cell phone. They can object. The people or the beneficiaries should be satisfied. This is
most important. There should not be any secrecy in this regard as these works are for the public for
their interest and development.. If we involve the people in this manner, the corruption will be
minimized If any doubts arise regarding the certified copies they can take that copy and they can
check in the concerned department’s offices on the same day. In the concerned offices, this task should
be treated as top priority work and they should treat the person who is giving a complaint or
objection as an important person.

If the concerned person who gave complaint feels and notices that all people are colluded, then he
can file this complaint in the court which is nearer to his village or town. There should be separate
chambers in the courts for this kind of issues, and the person who gave the complaint is eligible for
reimbursement of all expenditures incurred on each and every time of his attendance in the court on
the same day. We will frame the rules in such a way that no court fee or no advocate charges or no
any other expenditure to the complainant in the Courts at any time.

The contractors or the department persons have no right to reject to show the documents to the
demanded person. And the mandatory rule is they have to carry, preserve the entire details regarding

Actually the tax payers are the feeders to the common man and governments. The ridiculous point is –

citizens like a common man in the country. We have to remember that the rich are also common men
in the country and they will also expect the govt. privileges to them and to their families because their

Black money the underground economy is basically two types… 1.) Black money within India – which
can be controlled and 2.) Black money that flew from India – which is not under the control of the
Present Indian Government. But all of it can be back by implementing our Plans.

The most useless and dangerous for us is the (Black) money escaped from the India which is utilized
for the benefit and development of other countries and also for our enemy countries, & terrorists.

If those countries return this Black money to India, then their total economy will be damaged and they

the bringing the black money to our country and begging other countries and their people to invest in
our country for various projects, industries or any other.

Many and Many international pressures on Swiss Banks and its Government will play a major role.
They will force them not to amend/change their rules and disclose or return the Black money of their
enemy countries or developing countries. Here we have to note one major important point- From the

sub continent. We are protecting them on the basis of our constitution (Article 370), and feeding them
with our money and all efforts (special privileges) which is developing the terrorism & terrorists &
enemies to attack us again & again & to lose the J&K state. Is this advisible ?

Pakistan and china are encroaching the Indian regions in step wise manner as hit and trail for
encroaching the land in part by part at different areas and demanding the India ceasefire. Then what
is the responsibility of the international organizations. They have to involve in this matter and they
have to solve the issue. If not, Our Central Government has responsibility to take bold steps after
alerting / warning the UNO or any other.

This is leading or contaminating to the other international territories along the borders of adjacent
countries of our country. This can be observed in Himachal Pradesh, Arunachal Pradesh,
Lakshadweep, Andaman & Nicobar Islands, Nagaland, West Bengal, Kerala, TamilNadu and all
coastal areas. So we have to react and take necessary steps for our security as early possible.

Provisions of Article 370… According to this article, except for defense, foreign affairs finance and
communications, Parliament needs the state government’s concurrence for applying all other laws.
Thus the state’s residents live under a separate set of laws, including those related to citizenship,
ownership of property, and fundamental rights, as compared to other Indians. As a result of this
provision, Indian citizens from other states cannot purchase land or property in Jammu & Kashmir.
Under Article 370, the Centre has no power to declare financial emergency under Article 360 in the
state. It can declare emergency in the state only in case of war or external aggression. The Union
government can therefore not declare emergency on grounds of internal disturbance or imminent
danger unless it is made at the request or with the concurrence of the state government.

We can declare emergency in the J&K State because of the Wars happened with Pakistan and china.,
and the other reason is the state lost more than total 40% of the land – Pakistan occupied 30% and
China occupied 10%. During this course of time Pakistan and China are increasing their population
in the occupied areas and becoming stable with the help of developed and increased locals in
controlling their occupied regions and for further occupying and disturbing our country.

If / When the other countries constitution contains that – they can occupy or grab land or can create
or support or implement disturbances or send terrorists or terrorism in any way, Loot, Rob, Rape, kill
or any other way in their country or other country and when they follow or implement according to
their constitution or laws in our country, then do we accept them or their constitution or their laws in
our country – Shall we give statements directly or indirectly to that particular country or to the world
that they are protected by our Indian constitution and our laws ? Shall we bear and support whatever
they wish to do in our mother land with statements – that our constitution will permit your activities ?

It is ridiculous to support or giving advantage to them directly or indirectly with our article 370 / any
other article according to our constitution? Do our leaders belong to our India or to the terrorist
countries ? Do they protect our country and our citizens or not ??

On the other side faces of the Article 370… Article 370 is framed in India and it is for the India. It is
not for the other countries. We are following our constitution. It is not for the Pakistan, POK
terrorists, extremist or China.

Kindly note and accept that they will not follow our Constitution or Articles or any other laws that is
applicable to Indian citizens or in/for India. Then why we are following our constitution and our
articles for the sake of their protection in our land ? Is it for our Indian citizens and for our country
or Is it for the terrorists or other countries ?

The framing and/or following of this kind of article/s are ridiculous. If we notice that our enemies are
protected by this Article or by other related articles immediate actions should be there. We have to
remove or we have to amend it (them) immediately or as early as possible. But we had not taken
correct steps.

Center must permit the Indian citizens from any state to purchase land or property and stay or reside
in Jammu and Kashmir. If not. The Indians in the Jammu and Kashmir state will immigrate into the
other regions in India leaving their properties to them – So that the Pakistanis and the Chinese will
occupy total state and we have to forgo the J&K or we have to fight with them every day and will be
nonstop burning issue for our country. Our neglecting actions are giving a meaningful symbol to them
as we are all inefficient,

If we take forward steps regarding this definitely the Pakis and Chinese terrorists in the J&K and also
the hidden terrorists and separatists within India will explode. Because we gave that opportunity for
so many decades to them to widely develop there under the protection of the article 370.

And Lastly – if we are bonded with the article 370 as per our leaders… And When they occupy even an
inch of land in the J&K and/or do acts on the name of religion to damage the country /people, then
the agreements or rules framed with them at any where are void and we can take necessary actions by
implementing the President rule – emergency or any other according to our decision to protect the
J&K.. And we can withdraw our all special categories that we provide to the J&K and the center can

control it as it controls other states in India.

Appealing to the International court or UNO or to any other is not advisable except demanding. We
are losing the lives of soldiers, people, women, children, Properties, Productivity, Supporting Budget
amount allotted to the J&K according to its special privileges, overall development of the Country
and our people and many other and finally prestige of our security forces and our country in the
world. We don’t and also never accept this.

Subsidies will damage total economy in India.

Subsidies are only for temporary solutions. They will damage entire economy in India. Particular sect
of People thinks that they are benefited but on the whole they are troubled in many ways. People will
quarrel.

Gradually we will minimize the subsidies and we will increase the purchasing capacity of the
people.
No further declarations of new subsidies to few or some sect of people.
All Relaxations are the indirect subsidies given to the people without any discrimination. We
concentrate on such kind of methods for the development of our people’s status.

The total subsidy in the Union Budget will be lakhs of crores. It is roughly 1/3rd of the all states
subsidies in India. Subsidy giant effects the country economy and disturbing the people in various
aspects.

To attract the people Subsidies are given and will be supported only by the weak political parties and
weak governments. Subsidies are distributed among individuals, income-levels, Social groups for
different aspects which are most dangerous for the country. They are not uniform in distribution

Socially unsatisfied Subsidies burden on government’s budget will be unbearable, and effects on
decline of real public investments and schemes. Its effects will be seen only after 1 to 2 decades and
the result will be agitations and total collapse in National economy.

Subsidies are only for temporary solutions but will damage entire social structures in India. Subsidies
will be beneficial at some targets but it lead to perverse or unintended economic effects due to which
the central governments and all state Governments will collapse at any point of time. The people
demands to continue if once given or offered at the time of elections or after elections.

The selfish political parties grab their votes on the basis of these subsidies. After framing the
governments, they can’t withstand and the illegal activities will be increased and the Governments
will collapse and the same repeats. Declarations by the political parties regarding the subsidies will
be very easy and will be very attractive to the people to grab the vote bank. But it will be extremely
difficult to the Governments to reduce or remove subsidies. On the contrary, it is natural for subsidies
to expand and bring the government budget under stress.

The revenue deficit in states has to be funded from the central government and the revenue deficit in
central government has to be funded from foreign investments and market borrowing – which reduces
investment in private sector to support consumption by the people. Implementing subsidies will have
exclusion errors and inclusion errors. In the former case, some of those who deserve to receive a
subsidy are excluded, and in the latter case, some of those who do not deserve to receive subsidy get
included in the subsidy programs. This creates quarrels among the people and the ruling governments
which ultimately results the governments and leaders to beg from other countries. This leads to losing
the control on the country and the final result is destruction of the social structures in the Nation.

Implementing any kind of subsidies is not at all advisable in proper planning of the state or central
governments. Political leaders at the time of elections Promises to continue the present subsidies and
also promises to implement further subsidies based on social, economical or on any according to
their groupisms to benefit them and ultimately to capture the power which is most dangerous to us.

Due to the burden of these subsidies and due to the raising of the cumulative adverse effects, no
government satisfies the people. At present subsidies are – Subsidy to producer, .Subsidy to
consumers, Subsidy to producers of inputs, Providing Incentives instead of Subsidizing., Production /
sales through public enterprises, Cross subsidization.

Subsides includes the fee reimbursement Scheme, KG Rice for One Rupee, waiver of Loans, Free Gas
connections, free electricity, free cloths and many like that which will be total burden to the
governments and due to these kind of subsidies or frees there will be bifurcation of the society and
people which gives continuous disturbances in the society. Ultimately rowdism, gundaism, terrorism,
strikes, bundhs, rastha rokhos, processions, Non cooperation of employees, starts in the society for
demanding the continuation of various both state and central governments subsidy schemes and for
implementation of new schemes which damages the society, ruins the country economy, name and
respect in the world.

If the subsidies are banned for just 5 years, that amount will be utilized for the real development. The
market rates of each and every product will come down and there will not be any kind of ration in the
country. The real governments are the governments which rule the country without any kind of ration

in the country. Utilizing the ration is nothing but begging. We are made beggars by the politicians.

Drinking Water supply.

We will bring all Drinking Water Schemes and its managements under the separate Single
Department as ‘Central Drinking Water and Management Commission or Department’.
We will support and encourage the traditional methods of Water Purification

In India we are having total 35 States, 653 Districts, 6577 Blocks, 246630 Panchayats, 596856
Villages. When we are not able to give atleast drinking water to the citizens then how can the parties
and politicians tell that we serve our people? Why should our people struggle for the Basic essential
Drinking water ?

A direct relationship exists between the water, sanitation, health, nutrition and human well being.
Consumption of contaminated drinking water, improper disposal of human excreta, lack of personal
and food hygiene and improper disposal of solid and liquid waste have been the major causes of
diseases in our country. For reducing water pollution it is better to linkage between ministries of
health and various rural developments for developing programs to solve problems of drinking water
and health. Rain Water Harvesting and subsequent recharge of groundwater will help to lower the
concentration of minerals in aquifers. Setting up community-based water harvesting units will solve
this to maximum extent.

“Central Drinking Water and Management Commission or Department” – It includes Communitybased organizations, Comprehensive Water Security Action Plans, Desert Development Programs,
Drought Prone Areas Programs, District Water and Sanitation Missions, Gram Panchayats water
schemes, Hill Areas Development Programs, Public Healths, Non-governmental organizations,
National Rural/village/town/city Drinking Water Programs, Self Help Groups in Village, Mandal,
District and State and the Schemes Sanctioning Committees, State Water and Sanitation Missions,
Village Action Plans, Water and Sanitation Support Organizations, Annual Maintenance Contracts,
The works related to drinking water schemes from the Public Health Engineering Department,
Panchayat Raj Department, Irrigation Department, Industries and others will be shifted to the said
Central Drinking water Department.

Social factors can play a role in determining access to water. And we will support the traditional
methods of Water Purification •Strychancs potatroum (Kataka seeds) are natural coagulants used for
the purification of muddy water. •Morenga olifers (drumstick) seeds are used as a coagulant. They
also inhibit the growth of bacteria and fungi. •Vetiveria zizanoides (khas) are laid in a clay jar which
has a few tiny holes in its bottom. Water filtered through this layer of roots is not only clear but also
has a pleasant smell. •Dusting of water with plant ashes, earth from termite hills, paddy husks or
crushed seed coats from elaichi (Elettaria cardamum) improves clarity of water.• Osimum sanctum
(Tulsi) is a water purifier with antibacterial an insecticidal properties. •Water stored in Copper or
brass pots do not breed bacteria.

The selection of an appropriate technology is governed by acceptance by users. Use of modern
technologies such as reverse osmosis and ozonation are effective in the treatment of water but their

feasibility in a rural setting needs to be worked out in terms of capital expenditure & manpower in
operating and maintaining such systems. We should not neglect the villagers and villages. They are
the Backbones to the country in each and every aspect of development.

Welfare of economy Class people.

We don’t divide the people on the basis of religions, castes, races or sects or any other. If some of
them are financially struggling then we consider them as the economy class people. They will be
encouraged to develop in the society by giving various opportunities to live happily in the country.
We will develop all sorts of natural resources in the country. Developing the natural resources will
solve many social problems and allegations in the country…
