So the most important asset of our nation is the farmer. First we must support the farmers in our country. For that we must give Seeds + Water + Fertilizers + Pesticides for free of cost except the power. And we must give total liberty to sell his cultivated or produced products any where in India. If the cultivated farmer shows proof for the previous cultivated agricultural products then only the Government should give his required free Seeds, Water, Fertilizers and Pesticides for the next cultivation/crops. If not that particular farmer should purchase them. And if this farmer shows the proofs he can get all free for the next crop. If any departmental persons delays, then they should be prosecuted without any excuse, because the time factor is most important for cultivation.
We will insist and concentrate on the less water consuming and best hybrid products for cultivation/ gardens. Govts. must instruct the Agricultural and other departments to develop the maximum yielding and the best sized and low cost maintained hybrids for the sake of the country. I am giving some examples like – Developing 1.) Very Big coconuts having thin outer layers of fibrous husk and shell (without water) only with coconut meat/and producing big and huge quantity of coconut water without fibrous husk and coconut meat. 2.) Producing coconut sized ground nuts, caster, jatropha, custard apples, apples, jamun, guava, mango, apricots, pomegranates, pine apples, oranges, anjeer, ground nut sized sesame seeds, mustard, jeera and many like this and also with reducing crop period and also multi crop yielding plants in annual and perennial plants 3.) Producing very big sized and also increasing the crop quantity of paddy, wheat, maize and jawar, millets and all pulses, etc., if we follow this, oils production will be increased and these vegetable oils will be useful for fuel also. In this way like these crops should be developed to make human life and animal life in the world happy. We will highly reward the illiterate and literate scientists for such kind of developments in our country. We all need their intelligence.

Increasing the Productivity is the main point to be concentrated. We insist to develop this kind of hybrids in animals also in the concerned departments. For example hybrids like..
1.) Increasing the poultry eggs size like the size of an ostrich eggs and also maximum number of laying the eggs in the year.
2.) Increasing the size of the chickens or any such birds for meet. If they are increased like the kiwi size, ostrich size then it will be sufficient for meat production.
3.) Increasing the size of goats, sheep, pigs and etc., like the size of buffaloes size for meat, milk, yarn and etc.,
4.) In the same way the fish and prawn also. In general the general consuming fish weighs just 10 grams to 2 kg. We will insist to develop the size of fish Catla, Rohu, Mrigala, Grass carp, silver carp, common carp and many other local fish in increasing to 40-50 kg. Weight.
5.) We will insist in developing high egg laying and continuous breading fish with less mortality and in the same way in developing the cows, sheep, goats, and pigs for giving maximum number of off springs in a year.
6.) We will insist to develop hybrid elephants in small size such a way that they can be used for agriculture and in local transportation because they are very strong animals. We the humans are using them from many centuries. If we make the forest buffaloes to accustom along with human society it will also be very useful for the agriculture and transportation. They are more powerful than the local country buffaloes. In the same way we will concentrate on the worlds best ongole bread.
7.) We will insist the scientists to develop high milk giving cows and buffaloes. (In Russia the highest milk giving cow is 252 liters per day). We have to develop such kind of cows and buffaloes. Punganur cows are very small and resistant to diseases and high milk yielding cows. In this way, we will concentrate on each and every aspect of development for our beautiful and colorful Great India.
8.) We will develop Common godowns and various store houses in each and every village for the production and protection, and transportation of the crops or any kind of agricultural yields in the country.

Agricultural development gained in the long history have been of great help for farmers for conservation and the proper selection of genetic resources, from different natural habitats such as fields, meadows, and forests in their immediate environment.
In our country, Gender Equality, Hunger and Food Security, family relations and social relations are the tools for the family and social security. Our Human lives are a part of the Food and Agricultural Organizations and Development of the agricultural crops without having any territory or area in the country. Since from Known history in India we have no limitation or boundaries for the agriculture. With the farmers, elders, experienced persons and intellectuals knowledge and skills, they managed and conserved the animal as well as food crops with preserving and feeding the world today.
They played an important role as farmers in our country – as custodians and innovators of plants and animals genetic diversity that are having global significance in food and agriculture in the development.
Farmers Rights were a part of the background with their enormous stress and work, thousands of generations of contribution with research whether they are illiterate or literate, who are present in the local and indigenous communities in developing and conserving. All Governments should take proper steps in protecting the traditional knowledge at national level. This is for the better developments of the farmers and technology in the country.
Central and state Governments should watch and guide in spreading the risk of crop failure due to pests and diseases or adverse climatic conditions, such as floods and drought and in the Benefit of sharing. Funds.

This includes land races, wild relatives and other indicator plant species, as well as traditional production techniques of agriculture such as seed treatment, crop planting, cropping systematization, harvesting and different seed/grain storage systems and also other related animal farming practices. Hence, protection of traditional knowledge within their dynamic context is likely to make an effective contribution to the maintenance of their practical use and use for future development and it would be an important element for safeguarding the evolution of crop diversity.
Protection of indigenous and local communities with traditional lifestyles, traditional knowledge of our farmers and villagers or Indians have contributed significantly in technological advancement of society and improvement of livelihoods., Genetic resources for food and agriculture, are an issue of central importance in our country. We are having many land races of crop varieties in our country. We have to protect the farmers and crops. When we frame rules and regulations for the benefit of our farmers in our country, then our farmers participation from different locations and specialists is also needed in the implementation of laws or rules and regulations.

Farmers were unable in adopting the modern practices. It is because of their poverty and helpless nature in the society. They could not use the Conventional supports, such as Market seeds, Market needs, Chemical or traditional animal or plant fertilizers and Pesticides, Small and big irrigation pumps, pre and post-harvest farm tools and machines, Storage and preserving, near or distant Transporting methods, facing the Natural calamities, Rules and regulations framed by the white color people who don’t know the practical problems of farmers, Unable in using the Advanced Technological techniques, Departmental and marketing people’s created artificial hurdles at every point of time did not yielded any sustainable results. It was found that the farmers could not sustain the efforts and build value using the market needs inputs.
The preservation, protection and promotion of traditional knowledge-based innovations and races of local communities plays a critical role in their health care, food, security, culture, religion, identity, environment, trade and development.
We all need, India to prevent misappropriation by international patent offices in controlling the country’s traditional, technical, agricultural, medical knowledge and genetical products and our all historical products and innovative methods and etc., of our illiterate and literate intellectual Indians.
The food and health care needs of our Indians and their livelihoods depend on traditional techniques, food and medical knowledge. Accepting the Patent rights by our govts. on our developed existing indigenous traditional technical methods, products and natural products is ridiculous.
Our Governments, Local government administration are responsible for the financial and technical and marketing support. All technical services at local levels, individual farmers and farmers organizations and local committees, local associations, NGOs and etc., are all part of the Social services in the country.
We should Promote the development of indigenous peoples and help them to fulfill their aspirations. In general many of the local people will have quite specific needs when it comes to the use of seeds, water, tools, fertilizers, pesticides, transport. So the ideal production conditions must therefore be made in their villages and known to all potential growers.

In the present days, It seems the ‘Rights of Farmers’ are important for millions of farmers throughout the country. We say this particularly because of the western culture and gimmicks developed in agriculture, animal husbandry, aquaculture – and it seems to be at everywhere in the country, The western type of rules are being implemented on the cultivation of traditional varieties or varieties that farmers themselves conserve and improve. It is the fate of Indians, with the involvement and development of the western styles of marketings, which are introduced by our so called selfish politicians.
Government should involve in preserving the plants and animals identifying, genetic resources and origin, breeding, maintaining, uses and applications which are a common heritage of mankind and to be freely available for use. This will be for the benefit for present and future generations. The Western concept of ‘Farmers Rights’ are often confused with the issue of generic human rights, such as those related to land tenure, access to water and mineral resources, health care, education and living conditions etc., in rural areas.
To secure the Western countries control in each and every country and for their benefits, they are creating in such a way that ‘Farmers Rights’ are an important component of the International Treaty. And they are expressing in such a way that Protecting them is designed to enable the farmers and farming communities to continue performing their role as guardians and developers of the plant genetic resources used for food and agriculture. Kindly Note: Majority Patent rights are for them only. It is totally in reality for their benefits.
We don’t need the implementation of Farmers Rights in India in accordance to the International Treaty which is now in the process. This is for the benefit of the western or other countries only. In general the types of benefit sharing mechanisms, rewards for farmers will include facilitated access to plant genetic resources for food and agriculture which is for their control in our country.
The exchange of information, access to and transfer of technology, capacity-building, and the sharing of monetary and other benefits arising from commercialization. Farmer-scientist collaboration, capacity building, community based approaches and participatory approaches are some of the important features that has contributed to the realization of Farmers Rights in our country. There are a number of ways to promote implementation of Farmers’ Rights provisions without accepting the international rules acceptance.

The European Union’s plants database includes around 40,000 plant species (varieties) of agricultural and vegetable species all over the world for European Union farmers and growers to use. Specific legislation on conservation varieties has been introduced for their benefits and profits. And it was created for world wide controlling with rules, to support the conservation and use of plant genetic (Parallel to this animals too) resources in the name of the International Treaty.
The derogatory rules concern varieties traditionally grown in certain regions, threatened by genetic erosion and varieties with no intrinsic value for commercial production, but developed under particular conditions for particular uses. Currently, around 1,160 such varieties are listed in the European Union Common Catalogues. Common Agricultural Policy in the framework of European Union legislation on the Common Agricultural Policy, a number of measures contribute to the objectives of the International Treaty. The rules are framed for the profits and benefits of the European Union.
European Union planned to control every where in every country by framing their so called Patents and international rules and regulations on the name of protection and development and rights. (Which are all for their benefits only). Our country and we are loosing our liberty on our indigenous products and technologies and we are transferring our controls to the rich foreigners where their population is very less -under the names of Patents and Farmers rights. We and our country should not fall into this kind of traps. (Without our political leaders selfish involvement, how is it possible ? We lost many.)
Kindly note: Licensing mechanisms and patents on our indigenous genetic species by the Western or so called the developed countries, are executing them as an access and benefit sharing initiatives framed by them. They are actually for their selfishness, but they are heart arresting techniques on us to control our agriculture in our country by them. Unfortunately our all politicians are in their trap for selfish and temporary benefits. These selfish political people are more dangerous than any one in our country.

Many kinds of traditional and Advanced Agricultural tools and etc., are needed for yielding of different kinds of crops in the country. They are for easy works to help the farmers. For the agricultural farmers, aqua farmers, animal husbandry and any live stock developers, we need to start the FREE local level organizations and commiittes like – Tools stores, Seeds stores, Natural manures stores, Fertilizers stores, Pesticides stores, Financing stores, Feed stores, Breeding stores, medicines stores, Wild stock stores, Net stores, Ice stores, Cold storages and other kinds of Store banks and etc., in each and every Community and Village. Sufficient and Various types of tools supply and repairs should be FREE from the departments and from the stores in each and every village. This will give the positive impact in all types of agricultural and related productions in the country. After using or completing their works they will return the tools in the stores.
The above indigenous communities allows themselves to establish their own rules for access, equitable benefit sharing and the ‘free prior and informed consent’ as required. Govt.Depts should arrange their needed all stocks immediately in those stores with the supervision of village Sarpanch and members, Agricultural or related officers, MRO, BDO, Dist.Collector, MLA, MPs of the related areas. Immediate actions will be needed while managing these stores. Because crops are seasonal. Time delay or supplies delay is National loss to the country. If any delay happens, immediately the political and departmental people should be punished in the court of law.
Centre and state governments and all departments should maintain very close working relationships with all persons. During the past few years, some of the farmers cultivating traditional varieties have become more organized through networking and the setting up of their Cooperatives or Committees or Associations, and Local service bodies. This should become more visible and easier for the Governments. Importantly, most of the traditional varieties do not respond to excess application of water and fertilizers as most modern varieties do. In addition, when farmers grow local varieties they must be mindful of weather conditions, as the different varieties may require specific conditions when it comes to soil quality and the timing of sowing. Traditional knowledge regarding these aspects should be backed up by the local village committees and the government departments.

And these all properties will be used by the concerned village people according to their requirements and convenient.

We will start and construct the local organizations like, Associations, Committees, Advisory Clubs, Local Service centers and many like that for the organizing the welfare and benefit of our farmers in each and every Community and Village and Taluq in our country. All persons involving in this will give their voluntary services.
These are the lists required in each and every Community, Village and Taluq or Mandal in the country. They are managed and headed by the local elected persons for a period of TWO years. Nominal deposit and rent fee will be collected from the villagers for using the Tools or any other Machinery, and for storage of their produced products. Repairs if any should be done immediately and the repair charges will be collected from that particular persons or farmers who uses the services. We will cancel all types of subsides and the following will be given to our farmers.
F = FREE., P = Paid services along with security deposit. Allotments will be based on farmer’s cultivating area.
(F) Seed Production Stores : Used for production of different Local varieties of seeds production and processing.
(F) Nursery Stores : Developing different kinds of nursery according to the village requirements.
(F) Seeds Stores : All varieties of seeds needed in that particular village
(F) Natural Manures Stores : All types of compost manures.
(F) Fertilizers Stores : All types of fertilizers that needed for that particular village.
(F) Pesticides Stores : All types of pesticides needed in that particular village, according to the specialist’s advices.
(F) Breeding Stores : animal breeding stores to facilitate the villagers.
(F) Medicine Stores : this will be in accordance with veterinary specialists.
(F) Wild Stock Stores : New varieties of stock both animal and plants for that particular village will be stored.
(P) Net Stores : Fishing nets, rat nets, Bird nets etc… According to the village requirements.
(P) Ice Stores : Ice factory to supply the ice to preserve the fish, prawn or any other.
(P) Cold Storages : Paid services for Villagers. for vegetables, fruits and etc.,
(P) Financing Stores : If finance is needed to pay to the labor with normal Bank interest.
(P) Feed Stores : Used for Poultry, fish, prawn, emus, ducks etc, villagers can purchase from here.
(P) Tools Stores : Sufficient quantity and various types of tools, Multiple wheeled Pedal Cycles and also including the advanced machinery, which are used by the farmers at each and every point of time.
*** And other kinds of Stores – which are according to the needs of the concerned village local requirements. According to the convenience of the villagers, two or more kinds of stores can be present in a single premises.

In our country there are Agricultural farmers, Aqua farmers, Animal husbandry and many other live stock developers including the Seed production and the Nursery.
If the farmers are not having Water facility , Sheds, Shelters and Godowns facilities and if they are not able to preserve and protect the yielded crops due to their poverty and due to natural calamities and others like rains, winds, rodents and pests – then how the produced crops can be stored safely for them and for the needs of our country ?
In our country, in each and every village-town-city, we have a lot of Government’s Vacant Lands and also Donated or Service oriented Lands and Buildings or any other. In those lands, according to the villagers convenience we can construct Sheds, Godowns, Shelters, Cold storage Godowns, Seeds or Nursery development Sheds and Temporary or permanent Sales Markets, along with Storage premises and as Ponds and lakes for storage of water and etc., They are permanently the government’s properties. And these all properties will be used by the concerned village people according to their requirements and convenient.
These constructed sheds or storage godowns etc in the village or near to the village will be great helpful to the farmers and villagers. This will give the positive impact in all types of agricultural and related productions in the country. Farmers need not go to Cities or Towns for purchasing or selling their required goods. Brokers purchasing in the village will upraise the rates of the crops.
Minimum maintenance Fee for the given storage facility can be recovered from the farmers at the time of lifting their agricultural stocks.
Finally … We have to remember the most important point… Farmers are not Beggars. 80% of our wealth and health will develop through agriculture only. And the balance 20% will develop on these 80% agricultural farmers only. They don’t need the subsidies. They demand the results for what they work. Farmers are the roots for our Traditional Culture, Development and Wealth.
