We will do the best for our people. We will involve the other party’s defeated contested persons as Deputy MLAs and Deputy MPs in each and every constituency in the State and Central governments. For this we will arrange to make changes in the Indian constitution. The details are…
In general the elected person (Winner) will be as MLA or MP for each constituency. The most important point is we are totally neglecting the defeated persons intelligence and services for the people in the constituency. For this we will involve the other party’s runner ups to serve the people. They will be the Deputy MLA or Deputy MP accordingly. If that particular defeated person belongs to the party of the newly forming government’s candidate then the 3rd majority votes gained person will be the Dy.MLA or Dy.MP. So in each and every constituency the 2nd majority voted person or the 3rd majority voted person will also participate in the ruling government programs. These persons are only the other party’s persons or Independents but not the persons of the party that which is framing the government. The ruling government should also consider these Dy.MLA or Dy.MP suggestions or objections and must be recorded on each and every issue that to be discussed in the house. And we will arrange to give some limited powers to execute to these Dy.MLAs and Dy.MPs. And also in the same way according to the discretion of the concerned party, CM or PM must involve the Dy.MLAs or Dy.MPs as the Helping Ministers for the state or central accordingly. CM or PM will appoint the Helping Minister from them for each and every minister of the newly framed government. And in the same way these Helping Ministers will be given limited powers.
These Dy.MLAs and Dy.MPs and Helping Ministers have only limited powers. They can only give their suggestions or objections if any. Each and every suggestion or objection should be recorded in the assembly or parliament according to the raised issue. But these persons are never allowed in to the Assembly or Parliament accordingly. They are allowed to discuss in thier created Dy. Assemblies or Dy.Parliaments and for others like that only. In the same way in all other elections (municipality, Municipal corporation or any other ) we will change the system.
And the Governor posts for the states will be given only to the retired senior IAS officers and the newly creating Dy.Governor posts for states will be given only to the retired senior IPS officers. We will not involve the political persons to be as governors or Dy.Governors except the Ex Chief Ministers.
We have to implement these political reforms for the sake of the people to get the stream lined execution of works in a better way. I will tell you more regarding the reforms in my next posts.
