This is the most important one to save and utilize the public money which is for the National Development. Before Independence our Government employees, political leaders and our people never corrupted the National or public Money. They sacrificed their properties, lives and their families for the sake of the Nation. But now if we observe this it is totally reverse. Due to the western culture’s traditions and ‘Nasthika Vada’ selfishness increased and they are corrupting the National’s and public Money. We have to protect this money in many ways and it should be utilized for the National development only. If any one miss uses this money he/they should be punished severely without mercy. Here I will discuss few and a method to catch 90% corrupted persons with 1000% proofs. For this there is no need of ACB help. I will give you the other methods later on.
1.) In General the Manufacturers / Sole Distributors / Whole sale Dealers or any other will supply any material for lowest bottom prices. Since thousands of years and any where in the world this is the nature of the Business. In other way we can say this as – If the purchaser is willing to buy the products in bulk quantity, then the suppliers will supply the products for rock bottom prices. There will be a lot of difference in between the lowest bottom prices of the seller and the MRP (Maximum Retail Price) of the end user.
But this is total reverse in the Government departments. To hide all of these from the Government & public the intelligent cheaters are using the Rate Contract (RC) system and three quotation systems and EMD in the Departments. In general The Chief Engineer or any such official on behalf of the State government or the Central government will approve the rates of all materials needed and that approved rates of the materials will be in general implemented up to the next approval of the Rate contract by the Governments ( In general it will be every year ). These rates will be 200% to 500% more than the MRP. On some materials it is up to 1000% more than MRP. And the ridicules thing is some of them also collects multiple taxes on the materials and that collected tax is never known to the concerned departments. We can see these approved prices of the cost of the materials and labour charges lists in the Rate contract list in any department. There will be thousands of Rate contracts according to the Materials or products. And also Some times this leads to claiming the payment without supplying the material or without any work. And we can have the recorded evidences of all the persons involved for the work done or supplies in the Measurement Book ( normally called as MB ) In general all the staff and the suppliers will share the extra quoted amount. Corrupted money is in this extra quoted money only. We can find out this individually, easily on the basis of Bribe percentages in various stages or levels of the departmental persons.

No one will raise their voice regarding this because they don’t know any thing. We can catch all corrupted persons in a single step with 1000% proofs. So the ACB department need not worry anywhere for the required proofs. We can prosecute each and every departmental persons and each and every one with 1000% existing evidences where the all participated person’s signatures will be there and this is up to the payment of the money to the supplier.
2.) If the Rate Contract (even for the labour also) list is not available then, Intelligent cheaters introduced the three quotation system in the departments. Here the concerned authority will accept the least quoted price for the given work or supply of materials. In general all the three quotations will be given by only one person or one firm who is very close to the concerned indent (Work order) giving persons – on the Three Separate Letter Heads. The Lowest quotation will be 2-5 times of the actual value of the work or material. And the other two quotations are fake and with still more high prices. Hence all are benefited without any problems.
3.) In the same way for no supply of material or for no work done the payment will also be given with just three quotations or on the Basis of the Rate Contract list. We should have a check point for this kind of activities.
4.) And the other type is – there is no requirement of any kind of work or material. But they publish the tenders or will pay according to the RC list or as per the lowest quotation of the three quotations and they will receive their benefit.
5.) And the other type of fraudulent / cheating acts lies in the high valued tenders, after paying the EMD The contractors will form a ring and will decide the amount for the work or the supply. With prior decisions and agreements they will quote very high rate and then the decided lowest quotation giving person or firm will win the tender. And that wined person /firm will pay huge amounts to the all participants (competitors) of the tender individually on the same day. After this the wined contractor has to pay the normal and regular decided percentages to all the department persons. And there will not be any change in this.
If political involvement is there then they also will receive their bulk shares for recommending and for their planning. In General for all High Tenders’ political involvement will be there without any exceptions. In this way many and many types of fraud persons and the cheaters are participating in the Corruptions and they are looting the National Money or Public Money.
